Humans are too lol but jokes aside we certainly have protected areas for birds. Wild cats n ferrets etc get trapped if they were to wander into those areas so you'd definitely want domestics inside. Mousers are bit different

Sadly outdoor cats are technically invasive. And their population is ouuuuut of control, so I always recommend indoor. If they're not able to be kept indoor, either a catio or bell collar is my next go-to lol
