No it is the number of bales. It even says surplus of square hay bales. Also if you go to your manage hay page it says the same number of hay bales

Gale awoke,seeing the mess of the rabbit Varys had made. "VARYS,THE FUCK?!" He called out,standing and grabbing it by the leg,tossing it outside and grabbing his black bow,heading into the woods as Varys stayed,muzzle red.
