Three of the four mares below I have used as surrogates for embryos. In this view, it allows me to add in a price for any of them and then puts the mare up for brood when I click "submit." Not sure if there is an error message from there if someone tries to actually breed them, but they shouldn't appear as options here, right?

They are up but unable to be bred with an error message follows:

'ᚱ San Diego is done breeding.'

So can't be bred, but is up despite being a surrogate.
