Skipped "Geld 400," completed the new quest which was "Post a CLassified Ad," and got the geld 400 right back. It makes NO sense.

Same! I skipped "breed a premium brindle" and then I got the quest to visit the tack shop so I did that and now the quest is back?!

I don't know if I'd say a bug since this would happen before the skip option was ever available. I'd finish a quest complete one or two and get the same quest again shortly after

Just had this happen to me as well. If we are paying to skip we should not seen that skipped quest for awhile. IMO
