This is strange because it only occurs in this account, not in my other 2.

When I do a breed approval a white bar appears on the page. I have to go out of the page in order to get rid of it. It will not let me go directly to the horse. I have tried doing a screenshot but it will not load

I had the same thing on my SA's i think its an achievment from a quest that didn't load properly or something but it wouldn't let me go into anything else. It was a thin line not very long on the top of the page. Not sure if you got the same thing. In the end i had to close to tab and re open it.

I put a fix in. See if you still have that problem on the Approvals page.

The white bar came back when I rated a horse this morning.

has been happening to me too. I don't have any breeding quests active, so it's not a quest reward thing as far as I can tell. could be one of those random pop-ups? but it happens almost every single time I approve a horse so I don't know. Can't click on anything and have to open the site in a new tab to keep playing.
