My horse 🏅Eclipse~EPP c leveled up yesterday to level 8 in dressage but it does not show as option for qualifying for HEWG. rider is paid and not retired,horse is Fed, belong to HEDF. Horse has 44 point in HEDF. My other horses are okay and have the option.

Yes when they leveled up I needed to change riders but, I checked the horse rider and rider for HEDF match.
