Today on 10/27/23 for some odd reason they have returned on both accounts!
I know positively I did not use all of them capturing, and it seems to be the ones earned in the Ad game that are missing. I had at least 25 in holding after the capture party.
This has happened on my other account too (PK Rescue 332973)
I craft them frequently as gifts for CQE prizes and hold those in reserve. they too are missing.
I have no way to prove it, but I wonder has anyone else run into this?
