Point blank unless you know the whole circumstance and have proof of blatant abuse, call animal control. It might be a stray, it might be a runner, hell it might Acually be something serious but the police don't have much ground on animals as they do as neglect or abuse of a person, especially without proof and even that they often just give slap on the wrists.

Pad was sporting a patch of missing fur on his face for a while as a pup. He pushed the boundaries with Norm and got told. No big injury or anything but it did take the fur off.

Missing fur is tricky, my old girl is missing on her face because she likes pushing her face in the neighbors fence (all good, both dogs love eachother) and rubs the fur off + shes older and has skin issues
