Bay alone appears to be a different shade than what is already available, and as a multiple hundred horses per month producer, I would like to be able to see all shades of bay to include the basic beginners bay within my herd

I thought it was taken out a while ago with the influence of the bay modifiers.
I thought it was over two years old though. Interesting that there are still some horses with the basic 'bay' label

Way back when, we only had "bay" and all the different shades of bay were lumped under it. At some point, eve went and split all the bays into named coat colors

Apologies, I don’t see how that’s a bug - it is influenced by player behaviour? It’s not like you can’t breed a bay foal
