Photoshop trumps all programs honestly, but it's not free. I pay 10 USD a month for it.

There is a free app called Pixlr you can get online or the app and its almost just like Photoshop.

Honestly having the opportunity to play with photoshop was amazing

Unfortunately the exchange rate makes it a tad expensive for me so I use IbisPaint on my phone but if you're looking for a paid program for a free program I would say gimp
