I have special brushes and such for them on ibisPaint X (I have yet to test them all out). Sounds strange, but sometimes I use cloud stock lol.

Tigers-stock on DA has a lot of magic stock which could easily be manipulated into glowing eyes.

To paint them on, you use a bright color I guess?

Yup. Just whatever color you want them to be. You'll need to play with brush opacity a bit to get that glowy feel along the edges
