If you're looking for free programs I highly recommend one called Krita, it's like a drawing-oriented version of PhotoShop and has a lot of tools! GIMP is also great, especially for photomanips. Some other nice ones are FireAlpaca, SumoPaint, Autodesk SketchBook, and Drawpile.

Photoshop isn't free but it's incredible for just about everything! Paint Tool Sai isn't free either, but it's a very nice program for drawing and digital painting!
