Just went back to your older works and you've definitely improved! Good job :)
I would say upper T3/lower T2 as I see it right now. Definitely lower to mid T2 if you can make some improvements, such as: make the hair "fit" the horse and environment better, work on highlights and shadows, and blending the markings. |

I would say high tier 3. :) I'd recommend working on highlighting the mane, grounding, and color changes, and then move to tier 2. |

I think the style you might be going for is really unique, however I definitely recommend getting the fundamentals down first before anything else. I would say 20-30k Tier 3. If you would like a more in-depth evaluation I can PM you. Main things are lighting and hair in my opinion |
