I would send her to Silver Charm. He's a TB stud so you'll still get an AA foal and his strong movement, intelligence, and speed should make up for her weaknesses and her strong heart and scope should make up for his.

I would send the first mare back to Hunting Party, he has strong scope and should do well with her strong movement and strength. Another good option if you want to try another stud is Pheonix's Flare but he's over budget by a bit. 
I would send the second mare to Echo. He has strong scope, speed, and strength and should do well with her strong movement and intelligence.

There are no WWW WB studs in your budget but she matches very well with this unnamed boy who is #12 on the WBLB. He has strong intelligence, scope, and strength to make up for her weaknesses and her strong movement and speed shold make up for his.
