I have two suggestions, the first is Erksine. He has strong intelligence and movement but is a bit taller at 17.2 hands. If you're looking for a PON foal I would consider him too tall. However, if you're looking for the highest stud possible he is 4 places higher on the ABLB than my other suggestion... 
Flaming Thunder. He also has strong intelligence and movement and is shorter at 16.2 hands, within the usual range to get a PON foal or at least a shorter SH.

I would match him with Star Merchant, she has a decent breeding history and strong scope, intelligence, and movement and I would make sure to reserve her through her owner.
