So when I go onto the breeding center page, I see the option to enter the foal that's produced into a futurity. However, I'm unsure: is there a way to enter a foal who wasn't entered at birth?

This is the point for this kind of show: you enter the foal before it is born...so you have the risk that it would turn out as too weak to compete.
You can not enter them after their birth
