I don't think this is a bug: tack is layered in the order it's equipped, so you can just put a pad on top of the saddle easily.

Hmm. Odd lol
To be honest, I don't use tack. From an outside perspective, it does look like a bug. Although I do suggest then that maybe it not be a thing- as it looks goofy.

It does seem strange, but it's very nice to be able to choose what goes over what. I like to use different tail dyes over top of each other for an ombre effect, for example😅

I more mean just the saddle and saddle pad themselves... People both can and will do that and it's just not realistic lol
