Ok press friends on their page, it's just near send ebbs or send mail, and then scroll to the Bottom and you should see it ;)

Go to the stable you want to be friends with. In their Stable Info box, there is a small link on the bottom called "Friends". It's near the Send Mail, Send Item, Send Ebs, Jump to Barns, etc links.

Click on the "Friends" link, scroll to the bottom of the page, then check the white box next to "Add Friend"! Just be sure to hit submit so the request is sent. :)
