Yeah if you have some it will let you use them under manage your horse on the horses page but if you don't have any you can buy them with real money or buy them from other players like upgrades

Rerolls can change the way the horse looks. It will not change their genetics but it can change between different variations of the genetics they have. Such as bay, there are different types of bay, or the patterns, they change through the different variations of them

Up at the top of the screen is a tab that says GROW. Click on that and it'll take you to your options to purchase bigger stables and pastures. You can either use real money or game money there.
