trouble transfering ebbs

for some reason I can not transfer ebbs to another player, account not even related to mine for them to use, but I keep getting a account must be actively played for you to transfer ebbs, even when the player that I am trying to transfer is online. Can anyone help me understand what is going on?

You do not fall into category what we call active, you do not enter your horses in shows, you do not breed and so on, as the error says - theres no activity in your stable

This has happened to me a few times, as I am not currently active as a breeding barn. You have to have a minimum of 3 horses to be considered an active account.
