I haven't been able to photograph anything in two weeks. 100% trained, elite bravery, partially trained, 100% happy on the trail and nothing. Am I doing something wrong?

What do you mean by that? Is your horse not standing still or don't you get the chance to take a picture at all? The latter one would mean that you've completed the collections and have to turn them in first. If it's the first one I guess you're just very unlucky, so keep trying.

I'm about to give up. I've explored with four different horses today and gotten no pictures of anything at all, horse at 100% happiness, won't stand still for anything. When it first came out, I had one superb bravery horse with tons of different decors- now I can't get an Elite horse to stand still for the life of me.

No, it has never happened to me and I'm level 140.

And you checked your scrapbook that you definitely don't have that collection or the pictures already?

Yup. I am absolutely positive that it's things I don't have. We will see how today goes.

ETA; finally took a photo today on the second horse I tried. First in two weeks.
