I used a love potion on my accountant (Hubert) and it worked, since he has hearts by his picture and all that, but I haven’t received anything. Is there something else I was supposed to do? I’ve reloaded the page multiple times and nothing. Hoping Hubert isn’t just being stingy...

You will get items at random times that shows in your mailbox. You might not get much, or anything.

Also, if you visit throughout the day, I think he'll give more...

Visiting him won't increase how many items you get. It's entirely random.

He's probably looking for the perfect bag of fertilizer to send you. He's a true romantic

If you have a love potion in your inventory a box called 'flirt' is active.

You have to seduce him, blow him kisses or any of the other flirtatious options. Sometimes you have to do several. Then he becomes all smiley and says something romantic, like offer to take you to Paris.

During that day he sends occasional gifts. Some of which may be rare or useful. Others common.

You know each time as there is an e-mail telling you what he has sent.
