Please can someone tell me how to get a tobiano horse because I have only $75 and it is for a quest.

I suppose you have the quest to breed a tobiano foal?

For that you need a horse with a Toto or ToTo gen. If you have little money I'd advice you to look for ToTo stud (under search horses) and breed it to one of your mares. This will guarantee you a tobiano foal.
