This, but the movement worries me with Voltage, if you can afford a glass then I would go voltage with Mv, but then again I am also not an expert XD

I would certainly pick Cold War over Voltage. Volt is too weak in Mv and Scp to be a good match. Cold War matches her very well. She's strong where's he's weakest. Volt is weak where she is weak. For sure, I would use Cold War.

Cold War would be the better choice between those two, but I still wouldn't make that match. He's weakest in heart and she is not strong in it. I think at best you'll get an EPP from the cross.
