I was wondering if anyone had any tips on buying and breeding quality X mares. By quality I mean LBs and high rated foals. If you have anything that would help me, I would really appreciate it. :)

TB blood is currently stronger than X blood, so when matching your mares, I would also look at TB boys within your price range that may be higher up on the LBs than the X boys you're looking at.
