When should horses be levelling? Specifically E and WC SD horses from levels 1 to 2. I have what seems to be way too many level 1 horses who just turned 2 this RO and have 5 weeks of training. I feel like they should all be levelling up this week but nobody has...

That leads me to my next question of knowing who to cull. I now have 4 barns for my showing horses alone but I have no clue how to know when to cull. So I am just wondering what others' tips and tricks and systems are for culling
