If you are a basic (non-paid) stable, you can rate one horse 3 times a week, Monday, Wednesday and Friday. If you miss Monday you can use the breed approval for Tuesday, but it will be gone on Wednesday, replaced with the "new" one. So you can't stack them.
The best way to get highly-rated horses when you're starting out is to buy them already rated.
