Every time IÂ’ve used a Sherpa map, IÂ’ve gotten decent rated wild horses, but I spent 50,000 ebs on an adventurer map and got an SSS horse. Is it normal to get such a low rating with that map?

This is not a bug. Maps don't guarantee high ratings. That's completely normal.
