What is mane frosting? I know what it looks like and what it technically is, but does it work like chimera, or is it genetic?

I recently caught a TB mare that has is, but before that I've never encountered them.

Its a trait that often happens in buckskins (but not exclusive to) where there is lighter hair mixed into darker hair. If you google horse frosted mane you can see a lot of real examples of what it looks like.
