It depends on the ratings and who is buying the horse. If the horse has lower ratings such as SSS or PPP, it won't go for anything above 2k - 3k. @Red

Is the game supposed to do that show the bravery rating to if you dont rate them in either area?

The horse was rated in bravery but nothing else, that's why it shows it's bravery. I believe it's fine, since it's doing it's job.
