To be specific I tried linking a horse in chat & saying

I regret not training her but this window/pop up showed up

I'm not new (I've been here 2+years) and havent gotten in trouble as

far as im aware of so I have no clue why itwon't let me post that in chat

I'm going to try saying something in chat without a linked horse to see if it works

Edit: Tried to chat without linking anything and the same window popped up yet again

You have to click "rules" at the bottom of the chat box in order to use chat. Eve made an update to try and get people to read the rules.
