I have a GIF that is 99KB. It is saying the file is too big. I know it's 99KB because Photoshop and 3 online GIF compressors are telling me that haha.

I have always had to make sure my files were like 96 and under or else the site won't let them upload. |

I've never been able to upload anything above 97KB, even though it says 100. |

I have to make all of mine under 95kb for them to work. :( |

This is not a bug. Different art programms save pictures to a certain size - but usually they have an invisible kind of "file add-on" that makes the file bigger while uploading to HEE, even if it says e.g. 99KB on your device.
