This isn't a bug. The link shows up regardless if you have treats or not. :)

I have never had that experience on any of my accounts. I feed the last treat, the link disappears. I would go crazy otherwise, because the treat link messes with the positions of the manage my horse link.

Oops my bad then! On my side account the link has shown occasionally when I did not have treats - figured it was normal.
