At first glance it looks like a normal black rabicano but you can see the black chimera on the flank. Chances are the ones you saw were just normal black rabicano without chimera.

it said black for the first one and smokey black for the other. but mk..

That doesn't mean anything for chimera. Chimera can be any base coat. Also, chances are that if your horses were black or smokey black, and they had the black chimera, you wouldn't be able to tell.

Not sure if he is the only chimera in the game with frame but he was anact of random breeding.

I think there is more than one Frame Chimmy already. He is very beautiful though :D
