If a dental is needed, then the tartar can be removed and they'll likely to a treatment like how you get regular cleanings at the dentist. Then you can start a toothpaste for prevention of future tartar
It would be worth at least having them check the mouth out to make sure it's not resorption or gingivitis. Brushing their teeth will not remove any of the tartar already adhered to them.
If you have Dapple Blend Grain, you can feed it to your horse and their coat will dapple.
