Well, in my honest opinion, I'd set boundaries with her. If she doesn't listen, then distance yourself from her. If she keeps going with it, tell her to stop, or tell an adult. If you don't give her your permission, then she can't do that. However, in my opinion, I can't say for certain if she's a toxic friend or not.
I always found it easier to befriend kids. More entertainment, plus they're more honest, less drama, and plus you take a load off of other people XD. I found it way hard to keep friendships, so I just quit trying and just befriended my teachers.
If she's been good to you, I'd say it'd be okay to approach and make sure she didn't take your request poorly. But only in that fashion. But if she's been known to make drama, drop it and leave it. Otherwise it'll explode in your face.
In some places, taking random pictures/videos of people out in public can get you into extensive trouble. Again, it's a her problem, not a you problem.
Sam I get you wanna keep friends, but if they have a problem with you expressing your boundaries, then that's not exactly the best friendship to have. I'd personally let it sit for a while. If she still takes issue with it after a day or so, probably better cut loose than to keep. But then again, that's probably why I didn't have friends in school.
Sam I think it's pretty reasonable to ask to bot have pictures taken of you. As long as you asked politely, then there shouldn't be a problem. If she got a problem with you expressing your boundaries, that's kinda not a good thing.... in my opinion anyways

Withdraw your horse from it's team. You will lose all team points for this horse. Please discuss this action with the team manager first.
Your horse may show 3 times per week. Shows run daily. Your horse and rider will gain valuable experience from showing. Select a discipline to show in, or scratch from tonight's show.
