white, but what should someone do about it? just let it happen? i get it, if they stole food or something with not much value whatever let them. but if they are stealing valuable things, i would probably try my best to stop them. you could say "justice will get them" but it is so incredibly easy for them to get away, they will never be held accountable.
Looting is illegal. Period. And I firmly hold my belief that they deserve an arrest, whether it be for "survival" or money. A massive tragedy with 11k homes destroyed is NOT the time to start making the situation, and money loss, worse.
